Echoes of War: The Combat Veteran in Minnesota Criminal Court

A recent RAND Corporation study reported that over 600,000 of the 1.8 million Americans who have served in Iraq and Afghanistan are suffering from PTSD or other psychological injury and that only half of those injured have reported their condition or sought help. Tragically, many of our psychologically injured veterans are first surfacing in the criminal courts after their condition caused them to act out or to self-medicate with alcohol or drugs. Help is available through the VA system, but the biggest challenge is getting these veterans into treatment. In 2008, Minnesota passed pioneering legislation to encourage treatment over incarceration of veterans whose psychological injury played a role in their criminal offense. This program will cover the history of combat trauma, its ties to criminal behavior, and the mechanics of Minnesota's new veterans sentencing law.

The Padded Revolving Door - Another Look at Substance Abuse Treatment

Beginning in the early 1970’s, we moved the treatment of alcoholism from the criminal justice system to a medical model approach. Unfortunately, some of the early optimism that accompanied that change in public policy has faded. Inflated claims of success by some treatment providers have led to confusion and misunderstanding about what we can realistically expect from our treatment “system.”
Advances in neuroscience have dramatically increased our understanding of addiction over the past 10 years. Also, research into the ecology of addiction and recovery, as well as treatment outcome studies, are pointing the way toward a major shift in the way we treat addiction. We will discuss what the evidence really says about treatment, and how these changes might improve results.
