"Changes to DBE Certification Program and Impact on a Contractors' Bottom Line", Seminar and Reception


What is a DBE?

- Hannah Stein, Fabyanske, Westra, Hart & Thomson, P.A.

Hannah will discuss what DBEs are, the statutory framework permitting DBEs, the intent behind the statutory framework permitting DBEs, and how contractors are using the DBE system to their benefit.

Changes to the Minnesota Certification Program for DBEs
- Michael McHugh, Midwest Construction Group

Michael will discuss the old mechanism by which contractors became certified DBEs in Minneapolis, and how that system has changed. He will also discuss what contractors currently need to do to become certified under the new Minnesota Unified Certification Program (MnUCP).

Pitfalls and Problems with the New Certification Program
- Anita Bellant, Metropolitan Airports Commission

Anita will discuss the DBE Program and requirements applicants should know who are from the Central Certification Program migrating to the DBE Program.  Documents required with the DBE application including how DBEs are monitored.    There is information DBEs must be aware of to avoid being removed from the program when participating on contracts, purchase orders or as a consult.  She will also discuss the efforts a contractor and DBE must make when working together. 

Application of the DBE System in the Central Corridor Lightrail Project
- Wanda Kirkpatrick, Metropolitan Council

Wanda will discuss the DBE problems that are arising in the MetCouncil's Central Corridor project, and the efforts that the MetCouncil is taking to deal with those problems.
