"The Consumer Operated and Oriented Plans (CO-OP) Section of the Affordable Care Act and What it Could Mean for Minnesota"
Join your MSBA Business and Health Law Section colleagues for a discussion of Section 1332 of the Affordable Care Act which seeks to create new health insurer competition by incentivizing the creation of new IRS Code Section 501(c)(29) nonprofit health insurers through $6 billion in federal loans and grants. This provision is known as the Consumer Operated and Oriented Plan provision or CO-OP. The U.S. Department of Health and Human Services is expected to begin awarding up to $6 billion in CO-OP grants and loans beginning later this fall to applicants across the country, including Minnesota, and the new nonprofit insurers receiving these loans and grants are entitled to be listed on state health care purchasing exchanges.
