The MSBA's Public Utilities Law Section Presents


"Minnesota Public Utilities Commission -- Past, Present and Future"

Join us for the Section's kickoff lunch CLE to get an inside look at the Minnesota Public Utilities Commission. The Commission's Executive Secretary, Burl W. Haar, has kindly agreed to give us an overview of the Commission's work – past, present and future -- providing a unique inside perspective. Dr. Haar has served as the agency's administrative head for over 17 years. The Commission was created in 1967 as the successor to the Railroad and Warehouse Commission which include telephone regulation. The Commission's duties were expanded in 1975 to include the regulation of energy utilities when Minnesota became the 48th state to regulate the rates of natural gas and electric utilities. Since that time, the Commission's work has evolved and in many ways become increasingly complex with added responsibilities, changing industries and new jurisdictional challenges. Dr. Haar will share with us his observations and perspectives on how the Commission's work has evolved over the years, what the Commission is dealing with today and where things may be headed.

You may send a colleague in your place if you are unable to join us and the registration deadline has passed.
